Observation

Based on the information gathered at the site visit and interviews with the child care staff, the licensor has determined that the staff person, Josie Dobosz, did restrain the child on her cot, holding her arms down with her hands and telling her "you are going to take a nap." The child's safety or the safety of others was not being threatened at that time.
